Investing in the institutional capacity of organizations and staff in the development field is key to promoting evidence-based and sustainable development. We believe that when individuals and development organizations make use of statistical techniques and data analysis in designing and evaluating their programs they are better able to contribute to long-term social and economic development. An important component of our work is to help our clients build up internal knowledge for the sake of project and program preparation and external communication, as well as applying this knowledge towards analysis, impact evaluation, survey design, and quantitative and qualitative research and data collection.

Enhancing Advocacy Capacities of Youth CSOs in Turkey: Guiding CSOs through Research

This project aims to provide background research on the situation of young people who are “neither in education nor in employment or training” (NEET), highlight CSO models in Turkey that address this problem, and strengthen the capacity of CSOs working in the field of youth empowerment. By analysing the situation, building capacity at youth CSOs, and introducing their models to experts at relevant ministries the project aims to enrich the ongoing policy discussions on the issue of NEET. The project has three main activity packages: (i) Building knowledge and research with a baseline research study, (ii) Training and capacity building workshops in youth CSOs and preparation of a handbook, (iii) Dissemination, advocacy, and networking workshops.
The project is led by Development Analytics with Hayal Ortakları Derneği (YGA) as a co-applicant. The project is funded by the European Union under the Grant Scheme for Civil Society Support Programme.
Impact Evaluation Capacity Building for Eastern and South-eastern Anatolia Development Agencies

Many countries and governments around the world have prioritized impact evaluations of existing programs in order to base fiscal decisions on evidence-based results of the impact of programs. In this respect, this project titled “Impact Evaluation Capacity Building for Eastern and South-eastern Anatolia Development Agencies” aimed to contribute to sustainable and evidence-based policy-making in regional development in Turkey by increasing the analytical capacity of regional development agency staff in eastern and south-eastern regions of the country through trainings and capacity building in quantitative counterfactual impact evaluation methods.
The project was led by the Eastern Anatolia Development Agency (Doğu Anadolu Kalkınma Ajansı - DAKA) with the technical support provided by Development Analytics and Institute for Fiscal Studies (IFS). The project was funded by the European Union under the Civil Society Dialogue between EU and Turkey – IV – Regional Policy and Coordination of Structural Instrument Grant Scheme.

Master Class on Value of Money in Education
This half-day technical session delivered in Johannesburg, South Africa to senior-level bureaucrats in Ministries of Finance from African countries, was designed to introduce concepts and methodologies in value for money analysis in the education sector. The session included measurement methods such as (i) benefit incidence analysis (ii) provider level quantitative surveys (PETS) and (iii) an introduction to quantitative impact evaluation methods. The course used country and program case studies to illustrate methodologies.
Training on Impact Evaluation Methods for Use in Agriculture to Ministerial Delegates from 13 African Countries

This two-day workshop was designed to present senior-level bureaucrats ex-ante and ex-post quantitative evaluation methodologies in agriculture in Africa. a key-note paper and case studies were prepared in advance to be presented in the workshop. The workshop which was organized by CABRI took place in Johannesburg at the CABRI Tools to Assess Value for Money in Agriculture: Agriculture Sector Dialogue on April 14-15, 2014 and was attended by senior participants from Ministries of Agriculture and Finance representing 13 African countries.
Capacity Building Workshop on Quantitative Impact Evaluation Methodologies
Karacadağ Development Agency, Diyarbakır - Turkey
This two-day technical course was designed to introduce concepts and methodologies in quantitative impact evaluation. The course uses country and program case studies to illustrate methodologies and introduces the following methodologies: (i) Randomized evaluations (ii) Matching methods, specifically propensity score matching (PSM), (iii) Double-difference (DD) methods, (iv) Instrumental variable (IV) methods (v) Regression discontinuity (RD) design. The course also included a module on operationalizing and managing an impact evaluation.
